Conifer Park is looking for a Healthcare Information Technology (H.I.T.) Manager to join our IT team. This position can be located in Glenville or Carmel, NY. 

The H.I.T. Manager is responsible for directing all activities and resources associated with Liberty's Electronic Health Record (EHR) initiatives and related Health Information Systems. The role will direct all operational activities, including design, development, implementations, support and administrative functions. The Manager will have a team of direct reports. To further the goals of the organization this role will cultivate, maintain and enhance team collaboration, department and vendor relationships. The Manager will take a leadership role in ensure cross-departmental project dependencies are defined, understood and effectively managed.

Operational Management

  • Manage and provide direction for direct reports in support of business operations
  • Assist in the identification of opportunities to maximize software utilization and work to implement appropriate changes
  • Coordinate and participate in implementation of ongoing application upgrades and enhancements to meet changing regulatory and business requirements
  • Assist in ongoing development of training and documentation for end users
  • Develop, distribute, and coordinate in-depth end-user reviews for modified and new systems or applications
  • Delivers regular updates to business stakeholders, including Sr. Management on key projects and critical deliverables
  • Develop scheduled phases, activities, tasks, work plans, and tracks milestones for associated deliverables
  • Establishes and maintains a productive and positive working relationship with vendors, customers, team-members and senior leaders

Strategy & Planning

  • Ensure that applications and services meet business requirements, organization goals and fulfill end-user requirements
  • Review and analyze existing applications effectiveness and efficiency to develop strategies for improving of these systems
  • Research and make recommendations on software products and services in support of procurement and development efforts

Implementation & Deployment

  • Evaluate, install, configure, and deploy new applications, systems software, products, and/or enhancements to existing applications throughout the enterprise
  • Work with analysts, designers, and system owners in the testing of new software programs and applications
  • Analyze documentation and technical specifications of any new application under deployment or consideration to determine its intended functionality
  • Ensure that any new software integration into company systems meets functional requirements, system compliance, interface specifications and regulations
  • Design, develop, and install application enhancements and upgrades
  • Identify reporting requirements, and write reports as needed
  • Participate in the negotiation of contracts with software and service providers

Duties and responsibilities may be added, deleted and/or changed at the discretion of management.

Qualifications:

Required

  • Ten (10) years' experience directing the implementation and/or operation teams of an Electronic Health Record (EHR) or comparable Health Information Systems (HIS)
  • Bachelor's degree in a Healthcare Information Technology related field (i.e., Computer Science, Information Systems, Nursing) or Ten (10) years equivalent experience required
  • Knowledge of data privacy laws and experience with New York State, OASAS, HIPAA, 42CFR, policies and regulations
  • Proven ability to direct several projects simultaneously to successful outcomes
  • Proven ability to strategically plan, identify and bring forth solutions
  • Extensive working knowledge of IT Operations Management and Project Management life cycles
  • Excellent speaking, written and verbal communication and ability to present detailed content at the appropriate level (end users or other levels)
  • Demonstrated knowledge and experience with Microsoft Office, Windows operating systems, web browser, as well as all additional technologies specific to this position
  • Able to learn new computer applications and technologies quickly
  • Occasional travel may also be required
  • Extended work hours may be required from time to time

Preferred

  • Experience with Netsmart, myAvatar, Meditech, TenEleven and/or other EMR/EHR systems including clinical, financial systems
  • Experience with enterprise reporting tools such as SQL, Crystal Reports, Power BI or other
  • Experience with data analytics platforms and tools
  • PMP certification
  • Experience with substance abuse behavioral health organization(s)
  • Clinical background experience
  • Solid Understanding of clinical workflow, medical terminology, and medical billing
  • Experience with HL7 interface
  • Prior training and technical writing experience

Work Conditions:

The employee is occasionally required to stand, reach, walk, twist, bend and lift and carry items as well as to sit frequently and do simple grasping occasionally.
